Calimesa hires consultants to oversee Summerwind environmental impact report

A professional services agreement with Albert A. Webb Associates and funding agreements with four property owners in the Summerwind Trails development were approved last week by the Calimesa City Council.

Consultants Albert A. Webb Associates will provide supervision of the Summerwind Specific Plan environmental impact report that was approved in May 2005.

Planning Manager Kelly Lucia explained the approximate 2,600 acres of the Summerwind Specific Plan are controlled by six property owners with six different projects.

“As you can imagine, ensuring environmental compliance with this many players involved is bound to get complicated,” Lucia said, as to why the city needs the additional services from Albert A. Webb Associates.

Webb will provide objective administration of the mitigation monitoring and reporting program (MMRP) that all property owners are subject to, Lucia said. By using one consultant there will also be consistency in interpretation and implementation of the MMRP, along with predictable compliance and less risk of oversight.

“The contract is entirely developer funded, it does not use any city funds,” Lucia said.

The funding agreements are with four property owners – San Gorgonio Land, LLC; Calimesa Holdings II; WLP Retail at Calimesa; and Oak Valley Partners, LP.

“The effected property owners have reviewed the professional services agreement and have consented to the cost share provided in the funding agreements,” Lucia said, referring to the different cost break downs for the $60,500 agreement.

There was no discussion on the agreements that were approved 5-0, with Mayor Bill Davis, Mayor Pro Tem Linda Molina and Councilmen Ed Clark, Jim Hyatt and Larry Smith all in favor.
